CHENNAI: The Madras high court has directed police to register a first information report (FIR) against an IAS officer accused of cheating a doctor of Rs 50 lakh after promising an MBBS seat for his daughter.

According to Dr MA Nizar Ahammed of Nungambakkam, IAS officer Mohanraj, who is at present deputy secretary in the transport department, had collected Rs 50 lakh from him for arranging an MBBS seat in a private medical university in Chennai for his daughter. He said Mohanraj neither arranged the MBBS admission nor returned the money. Police also delayed registering an FIR in the matter, Ahammed said in his petition.

In his order on Friday, Justice RS Ramanathan said, “Considering the facts of the case, police are directed to register a case and proceed further with the investigation.”

Ahammed said Mohanraj and his associate S Selva Kumar approached him at the start of academic year 2013-14 and promised to get an MBBS seat for his daughter for a capitation fee of Rs 50 lakh. He said a portion of the money was handed over to the IAS officer at the state secretariat itself.

Ahammed said though he lodged a complaint with the central crime branch in May 2014, police were not registering an FIR in the matter due to the officer’s highly influential position. He accused the officer of cheating, breach of trust and intimidation.

The IAS officer and his associate have sought anticipatory bail from the Madras high court, which referred the matter for mediation after Ahammed intervened and opposed anticipatory bail to the duo.
